The odd thing about national state boundaries is that they are only effective in respect of a single species – humans and largely ineffective against birds, ants, salmon and so on.  And since they are  generally policed on routes that humans travel, they are also ineffective against wolves, cats, squirrels, mice, baboons, viruses and so on.  Of course the national state is itself only a single species idea which has assumed delusionary proportions....instead of attacking the dictator in the city square,  we should be laughing at him and storming the boundaries to shake hands with our neighbours.
